    Can any resolutions be proposed be PM'd to me in the same format as the Greek resolution so I know the final wording. If two countries send the same things with different wording, I'll put up the clearer one. If two countries send similar things but with different details, they both go up.

    These days, "distance" and "isolation" is all relative. Distance and isolation could only be beneficial in preventing interference from the disease, and is but a mild inconvenience to first world nations where even commercial cargo planes can make it from as far north as Moscow to the South Pole in 18-20 hours or so.

    My esteemed associate simply misspoke. I believe he was making reference to the fact Antarctica is geographically close to Argentina. We, of course, affirm the Antarctic Treaty of 1961 and agree that it is still one of the most isolated spots on the planet.

    To be fair, any research effort should include at least 12% boning.

    The only thing that has gameplay ramifications currently is the vote. Unless I am mistaken we can put forward referendums based on our discussion, but no one has done that yet.

    We can propose new Resolutions to the UN, but we can not vote on them until the next session (and the proposal is given to the hosts). Right now, we only have the one proposal (Greece) to argue about.

    Correct. Iceland would also be acceptable. Hainan is acceptable, as well, if there is support for it outside the People's Republic of China. Argentina is on board with this proposal, we simply believe that establishing the center in another location than Hainan would be a good idea.

    I am not seeing a real argument for why the world should be forced to burden what is clearly a EU problem. Spain's problem is much more relevant and pressing to the world right now. Rather than focusing our attention on an economic problem caused by Greek and EU agendas, we should focus on the true world problem.

    A cold climate such as Iceland may indeed be useful for researching disease, but as China is providing the primary funding for this research center, keeping it in Hainan also makes sense. We need to pick the best location based on practical, scientific concerns, not mere politics.

    Each nation has an objective that they are trying to achieve. Each nation will be working to put itself into a stronger position that its competitors to achieve that objective. This will involve cooperating with some countries and perhaps conflict, both diplomatic and militarily, with others. Maybe even the same ones.

    Each nation also has the objective of not being crushed under the weight of our populace's corpses. China is proposing an international institution to research this new disease. This could be an altruistic/pragmatic action, but China taking the lead may also provide some fringe benefits, such as having more influence in how the institution operates or how the research the institute completes is disseminated, that aid its personal objective.

    I am considering the reality of the situation as it currently stands. China has taken the initiative and pledged 5 billion yuan already. If other nations can match their contribution, this discussion may change, but for now we are looking at a research station that is primarily staffed by Chinese people speaking Chinese languages using Chinese equipment. To that end, the money for this research could be spent significantly more efficiently if these people and equipment can stay in China rather than be moved to the other end of the world. Of course, the climate considerations may outweigh this, we will have to speak to our scientists to confirm that. But make no mistake, there are practical reasons for a Hainan-based base.
