What fortuitous timing. Greece gets its money with little competition, but as soon as an African nation needs help it has to go against another funding resolution. If only we had the money for both. Regardless, I have spoken on this matter extensively before.

It is almost prescient on how the Asian and African nations claimed we should not interfere with a matter that is clearly the cause of Greek incompetence, and now it seems that further incompetence has worsened the situation.

And left less money for African relief.

Propose resolution: Funds be set aside for emergency relief for African nations during this time of crisis. This is a safety measure and to hope that we can fix the result of today's Sophie's choice.

The Argentine Republic, noting new infections in Central America, is interested in arranging a research agreement with any nation that has discovered Cause of Infection and anything else dependent upon said development. We may be able to arrange an exchange of some sort, either technological or otherwise. Our diplomatic corps informs me that we have had positive conversations with international partners and I will contact those nations' scientific advisors directly but science sometimes crosses boundaries that politics cannot, so all mutually beneficial agreements will be considered.

Russia would like to remind the committee that building a research station in Spain is moot now that the disease has spread, we need to make sure the research station is isolated enough from current infections in order to get maximum use out of it.

The Russian Diplomatic Office has released the following message:
    FOR IMMEDIATE RELEASE
    Moscow: 4:32 AM
The Glorious Minister Munkus, Diplomat and Representative for the Russian Federation has issued a statement with regards to the recent military incursion. "I would like to assure the world that the actions of the Russian Federation yesterday were part of an attempt to right past wrongs and provide stability to the region in the wake of this new threat." He continued, "Czar JusticeforPluto is making the tough decisions that are necessary to keep this virulent disease in check and prevent a global catastrophe."

"We do not have a colonial mindset. Unity and stability for the greater good are our watchwords."

I hereby announce that Egyptian research establishment, after a thorough research on the new virus cause of infection, have also developed a first batch of antiviral drugs, that, while aren't a vaccine nor a cure to the virus, could greatly slow his spread through the various nations.
These drugs are safe and have been tested according to international standards.
Egypt is ready to share this research with the rest of the world, and asks the scientific advisors of the various nations to contact me for the actual sharing.

In light of the increased spread of the disease and the continuing lack of quarantine procedures (which my countrymen have been advising from Day 1), it's clear that much of the world is still woefully unprepared for this plague. As such, Russia feels it is important that all information on this plague be shared as soon as possible, and is submitting the following research paper concerning the causes of this infection for immediate publication (and nomination for the Nobel Prize to ensure I receive as much accolades as I can this vital information is spread as quickly as possible):
Russian scientists have discovered that this infection is caused by a viral agent, classified by our esteemed Russian virologists as a Group IV virus using the so-called Baltimore classification - which means it is a single-strand RNA virus. Luckily for Russia and the world, it is not a retrovirus like many that have been troubling the global medical community for some time - however, it still mutates very quickly, and the long-term effectiveness of any possible vaccine is potentially limited.

Russia has identified a number of disease vectors, as the virus is contagious and spread through both physical contact and over the air - additionally, the disease can spread to many other mammal species, which will make containing it through anything less than total quarantine difficult if not impossible. As wild animals will be able to spread the disease, they should be considered under any quarantine measures as well.

The initial stage of the virus is the most worrying, as it is shows no symptoms for the first week of infection, while still being contagious and able to spread - this will allow it to escape any simple medical checkups or customs procedures put in place in a vain attempt to stem the tide. The next stage is more visible, involving a number of rashes that grow while the virus begins to affect the nervous system; after about 2 weeks this leads to the last stage, where the virus begins to attack the hind and mid-brain, which can leave the patients in a coma that so far seems permanent.

Recent events have made it clear that many of our cohorts in the scientific community have this information as well, and we can only assume they have not shared it in order to maximize their own personal gain and put their own nations ahead of others, even in the face of such a dire global threat to humanity at large. To this, we can only say, for shame.

We have not shared the information because we have been waiting on the publication of our articles in peer-reviewed journals, as is international protocol. By violating this protocol, you have made it clear that you prize personal glory over good science. This is a bald-faced and shameful attempt to claim the Nobel Prize that you do not deserve.

Although I wished to publish through the proper channels, I now have no choice but to post the article that I have put in for publication.

Morpheus Syndrome: A disease resulting from infection with a Class IV single-strand RNA Virus
Published by a joint scientific effort between the United Kingdom (BFL), the United States (Virgil_Leads_You), and Germany (Mr. Fuzzbutt)

    Cause of Infection
It has recently been noted that a number of individuals in Spain have suffered from a pathogenic disease that results in coma and death. This disease has been named "Morpheus Syndrome", (by Farangu) as the comas the patients fall into resemble the deep sleep granted by the Roman god of the same name. We have identified the cause of Morpheus Syndrome as a Class IV ssRNA virus. We obtained samples from the brain tissue of a deceased patient from a hospital in Madrid. We took extracts from these samples and attempted to culture them on both agar plates and in living cells. The former produced no culture, while the second produced visible plaques, thus confirming the pathogenic agent to be a virus. We sequenced the genome of the isolated virus, definitively determining that it uses single-stranded RNA as genetic material. The virus genome is extremely unique, and bears no major similarity to that of any known virus, including other class IV viruses. As this newly discovered virus has no name, we propose to call it MS Alpha, as it causes Morpheus Syndrome and is the first known virus of its kind.

    Disease:
We have determined that Morpheus Syndrome takes three stages in humans. The first stage, lasting up to one week, produces no symptoms, although infected individuals are contagious during this time. The second stage, lasting approximately two weeks, produces distinctive symptoms, including a rash and neurological distress (confusion, lethargy, loss of sensation in extremities). The third stage results in severe neurological symptoms, which inevitably end in a coma. At this time, no patient has been known to regain consciousness, although they can be kept alive with life support.

    Epidemiology:
We also examined patterns of transmission of MS Alpha. We have determined that the virus is highly transmissible between humans, and that it can be spread via physical contact or via the air. This information suggests that the disease can rapidly spread between individuals, even if they are only in close proximity for a short period of time. We have also determined that animals can carry the disease. A complete list of animals that can carry it is not known; we have confirmed presence of the virus in bats, horses, dogs, and monkeys. The ease of transmission between animals and humans is not currently known.

    Meaning:
As this is a viral infection, antibiotics will not be of use. Since MS Alpha is unrelated to any known virus, no known antiviral agent will be effective eti The only potential treatment is a vaccine, the development of which will likely take a very long time. Because of this, attempts to control the virus are crucial. Once MD Alpha enters a country, it will be difficult to stop. The long period of contagiousness combined with the highly infectious nature of the disease mean that this virus has the potential to spread extremely rapidly and widely. The fact that infected individuals are contagious up to a week before symptoms appear mean that it will be nearly impossible to track the spread of this disease until it is too late to contain it within a given country.

With these factors in mind, we believe that extreme action must be taken to contain the virus. We propose the following:
    1. All countries with known cases close their borders. Because MS Alpha can be transmitted by individuals for up to a week before symptoms appear, it is impossible to know whether a traveler is carrying the disease. For this reason, checkpoints for disease scanning will not be effective. The only option is to prevent travel.

    2. All infected individuals be quarantined as soon as they appear symptomatic, to prevent the spread of the disease. Although the long nature of the first stage makes this difficult, individuals who came in contact with the infected should be identified and placed under home quarantine, and moved to a hospital as soon as symptoms appear.
    3. All governments should make the best effort possible to develop a vaccine for MS Alpha, while keeping in mind that no cure will be coming for some time.

We believe that MS Alpha can be stopped, and that it is not inevitable that Morpheus Syndrome becomes a pandemic. But we also believe that it will require extraordinary effort to do so. MS Alpha is perhaps the most threatening pathogen the world has seen in a century. There is no room for error.

Your so-called peer-review process is notoriously slanted towards Western scientists and Western publications, it's no surprise you'd fall back on that to justify your reticence to share your research with the world, despite the fact you clearly had no concerns with sharing it between your old NATO allies.

Nonetheless, it's good to see that all three nations have finally seen the wisdom of Russia's long-standing insistence that the infected nations be quarantined immediately.

I submitted my article for publication nearly two hours before you posted yours, a fact which Sir Fabulous can confirm. Your complaints about the bias of the peer-review process are absurd, given that you surely have Russian journals in which to publish.

We would have been happy to collaborate with you had you reached out to us.

Furthermore, your article is lacking crucial information, such as the the identity of the mammal carriers of the disease. You also argue that animals should be quarantined- a ridiculous assertion, given that animals cannot follow quarantine orders. Some carriers, like bats, cannot effectively be kept in one location.

I would have been happy to point out these issues if your article were submitted for peer review.

You submitted it for publication (and presumably a Nobel Prize nomination) well before sharing potentially life-saving with the world at large, yet it is the Russian scientist who is concerned only with personal fame. Naturally.

At any rate, let us set aside our professional disagreements for the moment. Given the information that our nations have discovered independently, does anybody disagree that all the infected nations should be quarantined immediately?

The Argentine Republic would like to bring to the world's attention the following paper, published in the journal Armed Forces & Society, and lead authored by Professor Antonio Saenz, Lecturer in the Department of Social Sciences, University of Buenos Aires.

Compulsion and Compassion: How Conscriptive Policies Lead to Social Reform

    Abstract:

Though military conscription is an ancient and worldwide phenomenon, prior to the French Revolution it often acquired a distinctly oligarchic bent, whereby those with money could avoid it and those with power were only compelled to command, rather than serve. We trace the history of conscription from this point onward, and aim to link the democratization thereof with the recognized progress in human rights and social justice. We note that conscriptive military service has been, in many societies, the only structure under which the admixture of people of different social, ethnic, and religious backgrounds is condoned or, in fact, required. We find the central role that veterans and servicemembers have taken in social and racial justice movements. We note that these effects are magnified by practical concerns coincident to conscription, such as access to education and healthcare for servicemembers and their families, exposure to external societies through service, and geographic redistribution within the country of citizenship. Our research focused especially on conscription within Argentina, the former Soviet Union, and France, though we expect our conclusions resonate more widely.

After our early announcement, I'm happy to distribute to the scientific representatives of the various nation an extended report on Egyptian antiviral drug research:

Mx27: An answer to early RNA-viral pandemic spread

By Amhothep Pharmaceutical, approved by Egyptian research and developement minstry, under direct supervision of minister Setti Himself.

Pandemics are sadly becoming a frequent threat in the modern world. Ebola, Sars and the new yet to be named virus are definite proof of that.
And while the world have been proven capable to stop these events, at least till now, the human life cost have always been high.

Mx27 is an answer to exactly that problem. It's a drug coctail, primarily composed by Immuno Boosters, ThcP-Blockers and Meiotic-transfer hinibitors.
It does a simple and direct thing: it stops 90% of the esogen RNA trasmission.
What that means? Substantially that the infection is slowed down to a crawl. Since the substantial majority of the viruses are inhibited from nesting and reproducing, the infection will be incapable to move to it's succesive infection stages, and the infection rate is reduced by 90% accordingly.
Does that do anything to stop the virus itself? Sadly no. The 10% of the surviving viruses are alive and well, and while it will do it at a much lower speed, it will continue to spread. In the moment Mx27 subministration is interrupted, the infection will awaken and will eventually pass to stage 2 and sicken the infected. But what Mx27 gives us is time. If used early, it substantially blocks the infection into stage 1 for as long as the drug is continually subministated. The patients will be frozen in their health state, giving the medical and reserch establishment the time to work for a definitive vaccine to stop the infection.

Mx27 is as of now already been specifically targeted for the new spanish virus, but it's general structure could be easyly adapted to any RNA virus and could be easily and hastely produced to immediately stop ANY RNA infection.
It has already been thorougly tested and has passed all the international standard for safety.
Only 2 major drawbacks have been reported:
-Progressive resistence of the virus to the treatment: The virus tend to slowly overcome the drug. The problem could easyly be circumvented by encreasing the dosage. At four time the initial dosage (corresponding roughly to 2 and a half months of inoculation) the drugs still haven't any overdosage drawback.
-Total and complete infertility on any man assuming the drug. 100% of the test subjects resumed their regular breeding capacity within 2 weeks from stopping the drug assumption.

Mx27 is substantially the perfect short term answer to any RNA virus infection. It will save lives. It will let us fight the infection succesfully. It will make the difference.

While Amhothep Pharmaceutical reserves for itself the patent on the drugs, copy and production rights could be accorded through the Egyptian Research and developement ministry.
