He can make people pass out by keeping the blood from getting to their brains. I don't remember him ever having mind control powers because of that. He would have to control the impulses between neurons in the brain, which don't require blood to function.
Wiki mentions the mind control thing, as well as some other really powerful stuff that might be a problem for the super guys assuming they have iron in their blood and choose to remain within the Earth's magnetic sphere.

That's the problem with Magneto. People have had him do so many stupid things irt's hard to tell what he can or can't control on a regular basis.
If they just let him continue to do everything he's ever done, he'd be Superman.
