Quick Laptop question (Intel mobile)

I am trying to figure out how to disable the scaling down of the clock speed when the battery is not plugged in. Does anyone know how to go about doing this?
I have an old old Dell XPS Gen 2 with a 2.13ghz intel mobile in it.

    Depends what sort of utilities Dell loaded. On my Toshiba I simply use Fn+F2 to switch power schemes. I also have a little icon in my system tray. Check the control panel for power saving options also.
