Is this cosplay site a scam? Help me buy my daughter a Christmas present

My daughter (who is 7) wants a Yukiko Amagi (a character from the game Persona 4) costume for Christmas, a fact which I was just told yesterday.
So today I'm rushing around trying to find one, barring that, finding the individual components and putting it together myself.
This is the character:
I found a costume at coswigshop.com, but I can't find any information on their reputation and they suspiciously have the costume available in every different size, even child sizes. This thing is rare; I've been looking everywhere.
But even if this company is legit and the costume can get to me in time for Christmas, I don't know anything about getting wigs for kids (my daughter is a blonde) or pantyhose or being able to match the shoes from the costume. I'm just a helpless dad who doesn't do cosplay and I don't want to be the guy who tells her she can't do it.

I can't find anything for the shirt as part of the uniform, and now my browser history has weird schoolgirl things in it.
I'd also add that whether you buy the pre-assembled costume or try to put on together yourself I think you really need black tights, should be cheap enough to acquire and it would really complete the look.
(Credentials: never cosplayed myself but I have watched the Persona 4 anime and my sister and her friends did some cosplay when we used to go to anime cons when I was younger. I am adding this paragraph because I feel weird offering strong opinions about girls' blouses and tights and somehow I've convinced myself this makes it less weird.)

I am coming up empty on a black sailor blouse that isn't already part of a full cosplay ensemble though, and even those seem to be mostly in adult sizes.
Yukiko's costume is very modern, a trip to the mall can probably get you a closeish assembly.
If you would like to have it commissioned, say,for your daughter's birthday,I can totally hook you up!
Any quality stuff will likely not be able to be made and shipped before Christmas, unfortunately....
She really wants this one for Christmas, but I will totally PM you for her birthday next year because dressing up is kind of her thing, and there's a lot of costumes she would really love.
That cardigan looks great, and I know I can find tights. The shirt is really the last hurdle, any reasonably nice dress shoes would probably work? I think? And then she'd also have a good pair of dress shoes for whatever.
Where is a good place to find them?
Googling "fake sailor shirt collars" or "dickies" gets me a lot of results, a fair amount from etsy and ebay. Most of them pretty ornate but several plain old collar simulators.

You could always take the scarf/collar bit from that one and then buy a cardigan and skirt your daughter's size.

If you're unable to get the above tailored, you can probably find things resembling the red cardigan, houndstooth pleated dress, black stockings, and black dress shoes at the mall in your daughter's size.
