It's not listed in the consoles it works with and when I try, i get a staticy picture. I've tried 2 different tvs and 4 cables and all give the PS4 a staticy image.

Well, they're wrong. And that's not part of my question. Does anyone know of an HDMI switcher that works for the consoles I mentioned?
well, we're saying that any HDMI switcher should work. They aren't complicated devices. Have you considered that maybe you just got a bad device, which is why it has been suggested you contact support.
Yeah, you bought a dud. It happens. Contact their support and see if you can exchange your dud with a working one. Beyond that, my family uses a couple of Belkin switchers. They're no frills (outside of a simple remote control) but do the job. Used to have my old 360 and PS3 connected to mine, now it has my Xbone and PS4. No problems with two generations of consoles.
I use a 4 port HDMI Switch from the brand "Aten". Does exactly what you are looking for, switches the input automatically, if only one is active. It also comes with an remote, if you have several inputs active. You can switch the input on the device itself, if you so desire. It cost a bit more than other brands, but it is well worth it.
Simple, cheap, and works great.
I have a Wii U, PS4, and Xbox360 hooked up to it, and have had zero problems.
It always switches to whichever device is on. And if I have more than one on, it has a button on it to flip to the desired input.
*edit*
I see now that you have 4 devices you want to switch between. Sorry.

Edit:
I used following devices on it:
Xbox One
Amazon FireTV 2
PS3
WiiU
Xbox 360
Sony TV 46" from 2013
You can also try booting the PS4 in safe mode, maybe it is just an issue with video signal settings - Stolen from GameFAQs forum:
hold the power button til it beeps once, then keep holding it for about ten seconds till it beeps two more times then it'll boot up in safe mode
No PS4 but Wii-U works. But I agree that you got a dud of a device IMO.
