There's really no difference, it's just a distinction made by the theme and how the person running it thinks the mob vote should be interpreted.
As for new players, it's not that we can't kill them, it's just generally considered bad form to do so early on. The reasoning being, if they die at the beginning, they don't really get a chance to play at all, and if they don't have at least semi-good time, they might not come back for a second round.
Also, the first couple of bandwagons are total shots in the dark, mainly decided by previous game grudges, or things doing things that the majority finds horribly irritating (MSPaint wars, speaking solely in haiku, etc).
There are so many better choices than picking the new guy that no one knows anything about, that it really just doesn't seem right. Sure, if they openly say they're a bad guy, or if every other word is a racial slur so offensive that even SE wouldn't tolerate it, by all means. But if not, hey, why not give a guy a chance.

The new person ban is more of the fact it's just so gauche to kill a noobie day 1. It's not like a real rule or anything, it just lacks style.
I think the same applies to killing certain "popular" people early on. Precision K eats a lot of day 1 deaths so I would find it lacking in class to kill him day one. Aldo has all kinds of bad luck so the same goes for him.
Spectre is permissible, nay, encouraged to kill as soon as possible.

Well I think we should all be trying to work together instead of splitting our votes up. Right now Visiblehowl is already in the lead for green and if he wins the tome we can see what happens when one has possession of it. I don't mind being the test subject but since we already have a volunteer we should just stick with him.

Chattur'gha - Chattur'gha is the Ancient God of Strength and powers of the Flesh. Chattur'gha's immense physical power gives him an advantage over Xel'lotath, whose madness does not affect the mindless, but his focus on pure force leaves him unable to defend against the magicks of Ulyaoth.
Ulyaoth - Ulyaoth (Master of the Planes) is the Ancient God of Magick. Ulyaoth's sway over the fabric of the universe gives the plotting, scheming god an advantage against the brutish Chattur'gha, who relies on pure physical force. Due to Ulyaoth's focus on building mental faculties, he is susceptible to the madness induced by Xel'lotath.
Xel'lotath - Xel'lotath is the Ancient Goddess of Madness. Xel'lotath's infectious madness gives her an advantage over the scheming Ulyaoth, who relies on careful planning; but she is easily overwhelmed by the sheer strength of Chattur'gha.
Yeah, we know that HB is using the Ancients, but we have no idea if he will be using any of the actual characters from the games. Pious is questionable as he generally works for only 1 of the 3 Ancients. (WHich would be gamebreaking, considering his strength.)
