I think that we shouldn't keep the tomes in one persons hands for too long. It may cause them to go insane and try to kill us all for all we know. So if we keep passing the tome from night to night it should prevent any long term effects on people holding it.

I would have to guess that vanillagers going nuts would mean their votes don't count. Because I can't think of anything else that wouldn't be a metric fuck-ton of work to implement and maintain.
