Best way to control fan speed?

I tried Speedfan and had no luck. Does anyone know of a way to manually control fan speed?

*edit* I found a way to control my front and rear fans through the bios, but the fans on the top of the case and the side are still blazing.

    Ok, I unplugged the fans and plugged them back in while the computer is on and they actually started to regulate themselves.

    Does anyone know how I can keep them quiet from startup?
