    He's also not technically a villain.

    And the only thing in the entire fucking universe that can affect him is Jesse Custer's voice.

    And his weapons, forged from the sword of the Angel of Death, kill any target regardless of who they are, how fast they move, and what they're hiding behind or wearing.

    So yeah, he'd be a little overpowered.
