I wasn't thinking about running them down to zero, no; I've been playing conservative in the case that you really needed to play the Cybernetic Enhancements (although you have plenty of tokens). It's possible that I end up spending them for the objective instead, depending on how much I feel like I need to do this and next turn. When you say "give it back to me", do you mean me giving you Cybernetic Enhancements, or me using your Research Agreement? I still haven't decided if it will be the right time for me to use it this round. It might be better for us to just hold off on using each others' racial promissory notes until next round.

Well, I meant you giving me back Cybernetic Enhancements next chance you get (probably in the agenda round unless something major happens). The idea being that if I avoid depriving you of a token then you'd kindly see the original trade as worth me having two uses of it

Yeah, ground units have always only been able to be produced on the planet with the producing Space Dock. The exception (in TI3e) is if the producing player has the Integrated Economy technology, in which Ground Forces (and PDS) could be built in adjacent systems, if they were already activated.
EDIT: This can be observed in the third column of page 26 of the original TI3e rulebook:
Ground Force and PDS units are always built and placed on the planet containing the Space Dock. Ground Force and PDS units cannot move to another planet (including other planets in the same system) unless transported by a Carrier or War Sun.

My current thinking on the cost of refreshes is 1TG per currently held VP but I'm open to counter-offers (prior to me actually playing the card), including if anybody wants to pay to deny somebody else a free refresh.

Man, there are some absolutely outstanding action cards in that deck.
@Preda I'll hold on until I play the card and let people accept/reject the deal at that point as part of them choosing whether to take the secondary. It seems the simplest option and allows for people to make me counter-offers now.
@Hedgethorn you're up (Unless you need to hold off to ensure whether sabotage happens)
