I think this happens with most decades that have a strong cultural image. A lot of the tail end of the 80s stuff spilled into 90 and 91 as well.

Well that's mostly because culture doesn't really actually slot itself nicely into decades. Shifts happen at different times in different areas and major drivers of change, such as political upheavals, are on their own timetables as well. There were trends in music that started in the late 80s and by the mid-90s had already transitioned into something else. The biggest shift for films of the decade was arguably kicked off by Jurassic Park, a movie from 1994.
What people really remember is "stuff from my childhood" and they pick the decade that best fits that and then lump everything in there because it's easier that way.

My nephews used to confuse me and their other uncle Bryan (he's the husband of my brother's wife's sister, so I guess my brother's brother-in-law?). So they started calling him Uncle John and then the joke was that I was Uncle Bryan.
The 80's bled into the 90's because most of the stuff on television and radio in the 90's was actually created in the 80's.

There's a modern alt-rock SiriusXM station and while they play some stuff I jive with, it's like maybe 50/50 I'll actually enjoy whatever song they're playing. Pete and Pete was essentially twilight zone but written for kids in a really, really, really weird and niche way that I don’t think has ever been replicated because most any show like that nowadays is gonna be a cartoon with a budget to do creative crap.

The 90's were an odd time.
My older brother and I were talking about this the other day, how there are like 24 different iterations of the Power Rangers.
Also, Boy Meets World was my favorite 90s show and I don't care if it doesn't hold up.
We were all 19 - 28 years further from our inevitable deaths then.

Hell, Cartoon Network mostly played anime and cartoons from the 70s and 80s and also the Looney Toons.
It's really years 3-7 that are definitive for that decade.
