Strangely enough, yeah, you two are neighbors even though Letnev is in control of the space part of the system. So the transaction of 1 TG for holding off on PDS fire can be performed now and binding. I think that we can move on to combat resolution now? (@MrBody)

Just remember that the 3rd edition rule of flagships needing to be built in the home system is gone. You can now construct them anywhere.
