You can pick up troops up to your capacity as you enter systems that have them, and you have to pick them up before you retreat if you want to take them with you (e.g., if I had troops on Sakulag to evacuate, I’d need to pick them up and have them in space - up to capacity - before my ships left).
And if you wanted to invade Sakulag with that troop, you’d need to pick it up as part of your tactical move, which means it would be in space at the end of your movement, with your ships.

So, we can't trade ceasefires, since we've already handed ours out. I'm willing to help you with your plant problem, as stated. So how about a gentleman's agreement that you'll not further reinforce the Lazar / Sakulag system, I'll clean out the remaining infantry there at a later date and, once I do, I'll pay a blood price for it if it fails to regenerate. The planet itself is, let's face it, marginal, and provides almost no direct benefit to you - but I'll toss in a trade good when I take it to soften the blow.
