Naalu would tie break.
The thing is, I can acquire this VP later - so if the other players voting decide they'd rather have it themselves, or give it to someone else to kill the riders, I'm ok with that. I'm in no position to win any time soon, so as long as it doesn't go to someone who will I'm perfectly fine with someone keeping it warm for me.
Please don't give it to Naalu though - I would like to work out withdrawing from their space a bit, not be compelled to attack them again.
Voting Order The Barony of Letnev (Ketar): Abstain The Ghosts of Creuss (MrBody): Up to 8 votes The Winnu (discrider): Trade Rider - Letnev Sardakk N'orr (Preda): Up to 4 votes The Mentak Coalition (Hedgethorn): Construction Rider - Letnev The Naalu Collective (Mojo_Jojo): Up to 10 votes; Speaker

So with two riders on this for Letnev and it not mattering at all who it goes to let's all be sensible with any voting . Although I imagine this will just be wall to wall abstaintions
Homogeneous distribution of your varieties of amuse-gueule
People can just AC retreat to preserve it.
And then win.
I don't see how giving a VP to the leaders is irrelevant, unless winning is no longer relevant.
In any case, I'm happier with this rider play over my previously queued "Hedgethorn gets hammered" play from the last Agenda.
Seemed like he would buy his way out of that one.
Well I certainly don't want it.
Confusing Legal Text
When you are elected as the outcome of an agenda: Choose 1 player. That player is the elected player instead.
Picking Letnev
The internet gives a rule reference that 'When' acts before 'After' so the Riders only look at the outcome after Confusing Legal Text changes it. But there's no after on the Rider.
I prefer:
1.13 If the timing of an ability uses the word “when,” the ability’s
effect occurs at the moment of the described timing event.
• Such an ability typically modifies or replaces the timing event in some way.
Rider cards check for an "outcome of this agenda", which is also the trigger condition to be able to play Confusing Legal Text. I'm going to rule that if Confusing Legal Text goes through, the outcome of the agenda is therefore changed, and the now correctly-predicted Rider cards will have their effects fulfilled.
+1

We find ourselves rooting for a Sabotage play so that we don't get a much needed victory point, to prevent the Winnu from successfully avoiding being given a victory point while forcing it upon us.
I think all of the workers at the galactic capitol are deeply confused by the recent political shenanigans.
The second agenda is revealed from the top of the deck: Miscount Disclosed (Directive) Elect Law: Vote on the elected law as if it were just revealed from the top of the deck.
(Valid targets are Terraforming Initiative, Minister of Commerce, and Shard of the Throne)
Voting Order The Barony of Letnev (Ketar): Up to 12 votes The Ghosts of Creuss (MrBody): Up to 8 votes The Winnu (discrider): Up to 17 votes Sardakk N'orr (Preda): Up to 3 votes The Mentak Coalition (Hedgethorn): Up to 8 votes The Naalu Collective (Mojo_Jojo): Up to 10 votes; Speaker
At least 24 hours will be allocated for discussion, deals, transactions, and Action Card declarations, unless all players collectively call for voting to start before then.

Potentially everyone could abstain and the Agenda could fizzle?
Although maybe then Naalu tie breaks..
