Because Preda chose not to play a card but instead used a card's AP, each person in initiative order (whose faction -can- play the card) gets to now choose whether they want to play or keep Preda's not-played card.
Turn order goes from me to mars to UN to OPA and never changes.
Initiative is who gets first dibs on playing the event for any card someone chooses to use for action points. Choosing to play the event is free (unless you want to bank the card for later for 1 CP), but puts you at the bottom of initiative and everyone else up one. Basically there's zero reason not to take it if you're last on initiative.
The starting initiative order is the reverse of the turn order.
Play event. Activate Amos, killing every fleet but mine and Rocy on Jupiter orbit. Than my turn. spend 1 to pick research breakthrough, adding 1 cube each to titan and the ring.

Nup, those aren't tech bases. Preda spent the AP, so you're right (now that I'm on my PC and can see things :P )
Wait wouldn't you only kill one fleet because you only control one fleet?
@Preda , Jupiter is not the Rocicante Orbital so you can't Amos it.
Phyphor moved another Fleet to the Jupiter orbit, so you must pick which 2 fleets of UN, OPA and OPA you are destroying.
Please revise your Rocinante play.
