    Probably the easiest thing to fuck up as Government is missing the differences in capabilities between Troops and Police.

    One thing I'll note about this COIN vs. Liberty or Death is that while it is a free-for-all, negotiating and temporarily allying with other players is highly recommended. You can even transfer resources at any time!

    Everybody should transfer a couple resources to the Syndicate. I promise you that my men will comp you at the blackjack table on your next visit.

    Directorio will Rally, paying three resources to place 1 guerilla in each of Matanzas, Camaguey, and Oriente.

    Then Subvert in Oriente to gain two resources and shift it to neutral (sorry Oreo but I need that resource farm also plz don't event me kthx).

    Can we offer our fellow Revolucionarios 2 resources to undo the subversion? Batista is the real enemy after all.

    Uhhh yes. Yes you can.

    Directorio will instead choose to take Op only and Rally without Subverting, assuming 26July is serious about the exchange of resources.

    Place 2 troop 2 police in Camaguey

    Place 1 troop and 3 police in Santiago de Cuba

    Well the event isn't worth it if it's not gonna make any difference in eligibility, soooo

    Directorio Rally in four spaces
    - Camaguey province
    - Camaguey city
    - La Habana
    - Matanzas

    Then Subvert Matanzas for 1 resource to end the turn at 2.

    Yep. Only special rule is that when the final propaganda card is revealed you only get limited ops for your last turn.

    There's one propaganda card per 12 cards, but it can be anywhere. If you happen to get two in a row you actually skip one propaganda round!

    Woah, I entirely missed that Construct places closed casinos. So much for the strategy of a building rush just before the Propoganda card is revealed!
