Somehow that list strikes me as "Has more knowledge of the workings of the universe" than an actual intelligence test. The Phantom Stranger has never struck me as a genius type.

Well, his full title is Dr. Phantom Stranger.

Pac Man's character is difficult to explain even to the Japanese -- he is an innocent character. He hasn't been educated to discern between good and evil. He acts more like a small child than a grown-up person. Think of him as a child learning in the course of his daily activities. If someone tells him guns are evil, he would be the type to rush out and eat guns. But he would most probably eat any gun, even the pistols of policemen who need them.

If you know an answer, it doesn't much matter if you inherently know it or have to work it through math.

Although, even if the Monitor scored that high, there's no way Bob the Modern Monitor could be considered smarter than even Batman I'd think.

So the general consensus is that DC doesn't really state it like they do at Marvel?

Right. Makes for good debate though.

Just remember that the DC Roleplaying game was made in 1986. CoIE was big then, so obviously choices like the Monitors and Pariah would be on there, whereas today they probably wouldn't be mentioned in a discussion.

Just to be snarky 'cause I'm bored, is there some kind of consensus other than "general"?

I hate that expression...it's like saying "irregardless" or Kyle signing his posts...just ridiculous.
