@Hedgethorn You would need to sweep 4 troops into Camaguey if you wanted to destroy both bases. You have one troop, bringing in 4 troops takes you to 5. You need 5 attacks to remove the 3 Guerrillas and then remove the 2 bases.
If you do send 4 troops, by my math that will leave you with only 3 pieces in Camaguey City, tying you with Oreo's 3 pieces there. This means you will no longer control it for the redeploy phase.
I think my math is right here but please double check me.

So @admanb I could build a base in Oriente and get into a very costly struggle with you there for control. I think ultimately this leads to neither of us winning and either syndicate taking it on 4th prop or government in final scoring.
Instead, I am thinking of building my base in Mantanzas, and pushing east to mulch up some casinos. The large troop presence in Oriente will shift East with time. But in the meantime if we could have a ceasefire there (and elsewhere perhaps?) I am happy to build my base not in Oriente.
I was really hoping for a cheeky second prop round win but now I must think longer term.
Syndicate cashes in both cash stacks left for 12 resources right? Can't build since Pinar is already full.

I'm not sure the 9 resource gain for me is quite worth giving up an action -- that's passing up an opportunity to raise support to gain just two future actions. But you might be able to convince me to take the event with a very modest bribe of 3 resources, netting you 6 resources for not doing anything. (All this contingent on the next card, of course.)
