The government has a vested interest in what goes on people's license plates. Whether or not "Assman" qualifies as something you shouldn't be able to have is a matter of where you draw that line but the line very clearly exists.

But not all elections are state wide. He's voting for local council members or millages or sheriffs in a jurisdiction he's not subject to, while not voting for all the same where he does live.
Honestly, these cases just seem like a step or two beyond the problems around voting in college. The question of "where do you actually live, for voting purposes" is more complicated than you might think, and people can have a different opinion on that than voting officials. There's a reason they're not actually pursuing charges against anyone involved.
