If it's Windows 3.1/95 then it's very likely going to be a 16-bit Windows program, which will never ever run on a 64-bit OS. You will need either a virtual machine, an actual old machine, or(but I can't make promises on this one) a 32-bit version of Windows 8/10 with NTVDM enabled to run 16-bit applications.
