They called me this morning. He apparently still needs to be neutered, and when they neuter him they're going to take out his other eye (which is nonfunctional but they still left it in because I guess it wasn't actively decaying?). Unfortunately the vet is going on vacation and won't be back till the 15th. The lady apologized and told me that they'd understand if we weren't interested anymore.
I said no, we're still interested, and the wait may give them time to find a proper buddy for the little guy. Hopefully it won't be too long past the 15th that we have to wait for him!

There are a few other bears hanging around, so I assume it's some kind of preserve and the bear just ain't give a shit about the weird humans one way or another.
That's tree marking, not walking around on their hind legs. If you see a bear rear up on its hind legs at you, it's threatening you.
Not that I'm a mega-bear expert, but a cursory search says a bear on its hind legs is generally a sign of curiosity, not threat. That's from nps.gov, bearsmart.com, and yellowstonebearworld.com (placed in order of how likely I am to believe them).

They got to the stop sign to cross the street and it proceeded to sit, then lay down, then just lay there and the lady had this look of defeat on her face.
