You just need to go into Figaro Castle with Sabin and Edgar. If you don't want to use those characters you can probably go back to Narshe afterwards and switch.

here is the way to make sure you can keep shadow permanently
I would advise you to read it even if this is your first time--there are no story spoilers here and the way to keep him is VERY unintuitive
about halfway through the game a lot of shit happens, and Shadow saves your butt, then tells you to escape, and that he'll catch up
then a timer starts
so what you need to do is, get to the very end of this area, and the game will ask if you want to escape
say NO, and do not move
then just wait for Shadow to show up (trust me, he'll get there)
I have never ever had Shadow ditch me before the script forces him to leave. In turn, I have never ditched Shadow.
I don't know what kind of monster ditches Shadow at that point regardless of how big of a dick he's been. There's not a playthrough I've had where I've let him die
probably the same type of person who doesn't realize how to do it
it's a missable thing! I 100% missed it my first time through!

I think 9 had those weird quicktime event cutscenes, where if you didn't hit the button you'd just never see some stories.
