How are these being released? Are these just PDFs you have to make yourself? Are they actually manfacturing cards? What’s the deal here
Yes, they will available as:
a) Files for Download, completely free for people to use on their own printers or send to a print on demand service.
b) Items on the marketplaces of certain Print-on-Demand websites, where you pay the PoD service to make and send it to you (NISEI will get a artist cut depending on the rules of whatever marketplace its on).

I've more often seen people just use high quality paper and then put them in a sleeve with any old FFG netrunner card to provide the backing. Generally unless you have a really good printer the PoD will be easier than buying card stock I think?
I think if stealing Government Takeover puts the runner to 7 agenda points, they win before you can swap it. But yeah, that is potentially a pretty sweet maneuver if you can pull it off.
