Yeah, as far as I knew the Rebel patrol was already on Lothal, so wouldn't impede me at all. Maybe keep an up to date map in the OP, along with current player hands?

It's correct. Started with + Imperial, contact encounters increased Rebel and Syndicate, delivering the food cargo increased Hutt. He can pass through all patrols.
