It still works imo. in the preceding page you see her arm swing back, and on the current page it gets grabbed by crying time doppelganger with an exploding planet in the background. It's not explicit but I think it's enough to get the point across.
I don't understand what happened, pages got deleted? What's preventing them from going back up?
It sounds like, according to all the unmarked spoilers, that they were intentionally removed as a meta-change since time travel shenanigans were introduced and those actions no longer happened.

what would have even been more useful is a literal dorm full of college students noticing 6 or 7 of their classmates being kidnapped directly in front of them
or (since Dina apparently followed them and tied herself up?!) for Dina to have called the police or or or or
or for willis to be a better writer and make a more plausible story within the constraints of the world he's made

Forming (NSFW!) by Jesse Moynihan of Adventure Time fame is still updating and still contains superfluous jizzing, transgender assassins and pretentious meta-physical meandering.
Most of it does, at least in the US! Some of it, like strong crypto, is regulated for export as munitions. And while code itself tends to be treated as speech under the first amendment, you can still get arrested if you do illegal stuff with it.
So while it's illegal to use malware to gain control of someone else's computer without their permission, it's typically legal to post malware on the internet where other people can download it. Free speech!
