it's also been ambiguous what the relationship between maya and incubus' keys are
It is heavily implied that Incubus' key used to be Maya's key, but it's unknown how he got it, why he got it, and what kind of key Maya has.
My personal prediction is he got it because she wouldn't agree to the 7 part pact and he would. And/or he orchestrated the pact/cessation of the war on the condition she surrendered it to him and the others don't view him as legitimate because he didn't take it from her by force, but by threat of force from the others.

I imagine that's why she's not actually one. She'd go around knocking them off, not for their power, but to stop others from having it. Eventually it comes down to either she has to start taking out the final few and become the new Zoss herself, which she doesn't want, or she has to agree with letting them rule as equals, which she also doesn't want. I think Incubus is too much in the vein of "The Devil doesn't tell lies" in the story so far, so I doubt he outright stole it or betrayed her, but talked her into giving it up or maneuvered things to where that was the "best" choice for her.
Was just thinking about that hair, how it's central to Maya's story, how this chapter page has Allison in short hair like Maya did in training, and how Maya is now unleashing her hair to seemingly let her power flow.

There is also this page during the concordance that appears to depict this showdown. Though strangely it seems Jagganoth is aligned with Allison in that mural. In fact it seems that Zoss is in fact fighting everyone. So he still may wind up being the final boss.

Arguably Jagganoth is doing a "holding up his hands as though to shield himself from Allison" pose, as Maya is also. But then that's prophecy. Vague and interpretable.
But Jagganoth does have something in common with Allison - as the architect of war, he forces a change to the status quo, much as Allison has forced change and disruption onto all the demiurges she's tussled with.
