Conservatives love to talk up military and first responders to earn patriotism points and then cold shoulder them after all the war/life-saving parts, when they need money and support for things like healthcare, rehab, disability, mental health treatment, unemployment, housing, etc. etc. Because those things cost money and require functioning government programs, and conservatives hate paying government money (except to govt contractors) and making government function. IIRC Rand Paul was one of the more visible GOPs holding up aid to 9/11 responders, but he couldn't have done it without McConnell and the rest of the party.
I mean, at a certain point every legislation issue just reaches the "the Democrats want to make X happen, so the GOP will oppose it even if X is a good thing because standing in the way will let them use X as a bargaining chip" point. It's one of the endpoints of Southparkian "caring about stuff makes you weak and stupid" philisophy.
