Yeah the problem is, the DHS had an executive level origin, but then the legislative branch made a bill and formed it by law. So it's out of the Administration's direct hands.
Still, that doesn't mean the administration couldn't or shouldn't talk about the problems in DHS. Like the accountability problems, or its existence.
Edit - Specifically it existed for like a year as the OHS; Office of Homeland Security.

I think this is important context because it's not the massive bureaucracy that caused them to let the kids get off the plane:

It is by extension of "this is not a 'both parties suck' situation." When we're in a two party system and both have members willing to vote on terrible things like this, both parties get to have responsibility and blame.
Your choices are not fund wall or not. They are "keep the government running until January 20 in the middle of a pandemic and give .1% of the budget to fund the wall" or not. Because this is a high priority thing for the fascists who currently hold 2/3 of the relevant decision making bodies.
