The joke is literally just that cows probably would not be very good at making effective tools, and people endlessly puzzled over it at the time as well. That's all there is to it
Cow Tools is great because ultimately, it's just a joke that the cartoonist didn't land the delivery of, because of course when you're on the pressures of comic syndication you don't necessarily have the exact time you need to perfectly workshop every joke. But because the Far Side has a very consistent hit rate, people didn't assume he screwed up, they assumed he was making a joke they didn't get, and it spun out from there.
His explanation of it mentioned that he fucked up by making the one tool look like a saw because it made everyone try to figure out what the other tools were supposed to be
Goodall herself was in Africa at the time, and the Jane Goodall Institute thought this was in bad taste, and had their lawyers draft a letter to Larson and his distribution syndicate, in which they described the cartoon as an "atrocity." They were stymied by Goodall herself when she returned and saw the cartoon, as she stated that she found the cartoon amusing, stating "It all helps to put us humans in our place, and we desperately need putting in our place."
Larson would later visit Goodall at a research facility and would be attacked by a chimpanzee
If I made a comic about somebody getting fucked by a monkey and then I went to visit that person in their monkey stronghold well I guess I wouldn't be surprised to get attacked by a monkey

It got a lot of press.

Comedy Bang Bang Best Of candidate today. PFT, Dan Lippert, and Monika Smith all back in the studio. PFT jumping between characters willy-nilly, with Dan Lippert helping. Then the B block starts with PFT doing Gavin's friend (from Red Dead Redemption 2) with Dan, and Scott not really getting it. I was crying laughing on my way to work. Monika Smith is new, she's doing Bob Parks, some guy who grew up in the National Parks and whose bucket list includes "Drinking nut milks" ,"Riding an escalator", and "Getting a hug". Good debut.
