I think EWJ is regarded not unkindly as a property. Those who like it, like it a lot, and remember it fondly. Trying to launch an animated series about an existing property that has at least some fans is probably easier than launching an entirely new property with zero fans.
Anyone who knows and likes Jim enough to be interested in the series in the first place, and also knows that the creator is a wad, will likely be mollified by the knowledge that he isn't involved.

MLP had a strong creative community based around modding the pony toys that's been going strong for decades. She-Ra has been used for memes and symbols since it was created.

It used to be my go to semi-obscure 80s reference that I used for giggles, admittedly based on that old "My Little Pony or Porn Star" thing, which was ruined by coming back.
Now I have to use Jem, which will never get a reboot ever. Ever. EVER.

There was a 2015 attempted Jem reboot that was infamously a complete and utter trashfire, holding the record for the worst movie opening of 2015 and in the top five for worst ever for any 'major' release. It was so bad that it was yanked after less than two weeks.
So now it does not exist.

An animated reboot for Pirates of Dark Water and a good live-action version of Exosquad (WITH A DAMN ENDING), that's all I demand.
But seriously, being reminded of Dark Water makes me think the premise is just the right kind of tasty to mash up with stolen SG-1 stories for assembling a D&D campaign my sister wants to run.
Hasn't MLP been like a consistent toy and media franchise that's been going on for decades? Like it gets rebooted once a decade or so but so long as it keeps selling merch it'll never be odd for it to get a new tv show.
I don't think He-Man is quite as broadly successful a toy franchise but like, I'm pretty sure it also has been selling merch continuously literally since the original cartoon aired, and she-ra is under that brand umbrella.
So they aren't quite the same as Earthworm Jim, a character in a media franchise that is both exponentially smaller and which hasn't really released literally anything of note in over twenty years. Like comparatively there's like a really high chance this TV show never actually gets made.

Dino-Riders needs a reboot that updates the dinosaurs based on all the new things we've learned, and adds a genuine educational element. Imagine learning about a cool fact about fossils, evolution, geology, or engineering with each episode.

The lifelong MLP fandom are the ones who went out of their way to watch a new My Little Pony show that was exclusive to a extended-package cable channel whose sole purpose was to be filled with shows that were for selling toys (new toy lines launched with them) and then spread the word that it was good (by pirating the fuck out of the show). The target audience of Friendship is Magic was not just those OG fans ,who Hasbro needed to pony up the cash to get access to the channel in the first place, but also their kids, who Hasbro hoped would ask their parents for the toys and their parents would oblige out of nostalgia and/or a genuine love of the franchise.
And yeah, a subset of the new fans were actively hostile to the OG fans. Those types of people were also where you got some of the weird gross takes from, like "this show is obviously made for boys, because otherwise it wouldn't be so good."
Anyway, back to Earthworm Jim, I think the target audience are the suits at Interplay who want it to feel like a big important company. It isn't being used to sell a streaming service, like She-Ra, nor are they trying to sell a game or toys with it, like MLP, nor do they have a big enough fanbase screaming for more, like Animaniacs/Matrix/FF7: they merely want one of their properties to be made into a new fancy 3D animated thing to prove how cool it is and, by extension, how cool they are.
