Maybe it's not detrimental at lower skill tiers or early in the game, but by the time 20 rolls around, not getting caught or being able to make a big play will absolutely win or lose you the game (6.5 no comeback mechanics!).
This is simply not true. Dagger has nearly triple the range and less than one-third the cooldown. You're also not permanently locking yourself out of anything else by taking it, just delaying other item purchases.
And like Munkus said, the positioning isn't quite as vital compared to DotA. You're not getting anything on the scale of an instant Tidehunter ult.

Illidan- Already has an entire kit of pursuit and almost as good escape. He's also a pest who sticks to targets and gradually wears them down instead of a burst. He pops up with a short range blink and goes "Ah ha!...now I start chipping you to death!"? If you need Bolt to stick with people on top of Dive, Sweep, and Hunt, Illidan might not be the hero for you.
Sylvanus- Again, if you need Bolt as Sylvanus to stick or escape, you should go back and practice her kit which has plenty for both. Giving up her Withering Barrage or ult upgrade for Bolt is just bad.
Butcher- Okay, anyone saying Butcher needs help closing gaps to initiate, just...no. Giving up Slaughterhouse...no.
E.T.C.- A well placed Mosh can win a fight or even end the match. But pray tell what does Bolt offer in that regard over Tour Bus? Or Death Metal?

They are different games with different mechanics, yes.
Which is why saying "HotS thing is exactly the same as DotA's thing" is already shakey ground, but Bolt is as comparable to Blink Dagger as Void Prison is with Chronosphere. The effects are similar but there are many differences that make them differ hugely for impact.
Anyway, I stated my case on Bolt. If anyone still thinks it's just as impactful as DotA's blink dagger, we're gonna have to declare irreconcilable differences.

Butcher obviously has strong native options for engage; the problem is that it's incredibly predictable -- there's a really obvious sound queue followed by a few seconds of windup before he actually lands on his target. People are holding cooldowns to counter it.
The way you counter that is by baiting their defensives out -- sometimes the play is to initiate with Charge, then cancel it when you see their abilities get popped, and then you Blink in while they've got no buttons left.

You can tell when ETC is looking for a Mosh. It's obvious. Players are going to start fanning out. They're going to start holding on to their ranged interrupts. And they're going to keep them ready until they see your Slide go on cooldown. Sometimes, you just can't get in.
You gotta break their ankles.
Tour Bus and Death Mosh both have use cases, but neither of them are going to help you land a Mosh on a team that has you boxed out.
And it should go without saying that if the other team has strong displacement options (Garrosh, Stitches, Mei, Dehaka, for example), having access to an instant, no questions asked, mobility cooldown to pop in response is among the smartest picks you can make, regardless of the character you're playing.

I mean, the first problem when picking butcher is you just picked butcher. He's a bad hero that snowballs insanely well, obviously, but you don't take bolt on him because by that point in the game you want slaughterhouse. Bolt would be mandatory for him if it was almost anywhere earlier in his build, though, because it gives him a way out in general and specifically a way in out of vision or at least on top of the backline suddenly.

The only thing I ever disliked about Bolt of the Storm was the lack of an obvious animation that the ability fired off. Like, characters just poof to a new spot without the poof of smoke.

If you need Bolt to stick with people on top of Dive, Sweep, and Hunt, Illidan might not be the hero for you.
Illidan has no issues getting in, but he could potentially have issues getting back out if shit goes South. Which is something you see a lot with Illidan. Once he's engaged, he's committed; he either wins or he doesn't. Illidan has a reputation for feeding that's well deserved.
Bolt allows you to disengage safely when a simple dash is insufficient, when there's no ally to Friend or Foe back to, when you need to bait or stall vs defensives, etc. Is this going to be the case in every match? No, but you've got 20 levels-worth of time to figure out if it's going to be applicable to whatever match you're in.

So if anyone wants to enjoy some HOTS drama, here's some fun stuff with Fan. He was doing (I think) a donor request for a KTZ game. His team basically said he was throwing because of the pick into the other teams comp. His team included 2-3 CCL players as well. Then the match is just ridiculous. Here's that match.
Then apparently after the match, Legacy ( the Lucio and one of the CCL players) starts going around and talking crap about Fan and how he just trolls. So Fan ends up taking the VOD above and breaking it down showing just how awful the Lucio player did.
I'd probably be a little upset seeing someone pick ktz into that team as well, but tank rotating to top lane of ToD is one of the most triggering things in this game as dps

To be fair, there is probably a big mentality difference in terms of playing in a CCL game with your team and playing a Storm League game. But yeah, Legacy played pretty badly that game in general - not only was he never where he was supposed to be, but he made a few key mis-/non-plays when he was actually around. Lucio's whole existence is to spam cleanse and let your team chase down kills, and I counted one decent cleanse the entire game along with zero chase-down kills, let alone the really high-skill boop stuff like interrupting casts or splitting someone off from the other team who is out of position.
It's too bad, because Legacy is actually a good player, at least in the context of the current population.

It's kinda a funny fan example because this is probably one of the least trolly games I've watched him play. He legit ignores what his team is up to a lot of the time while reading chat or just trying to do something dumb on a hero - which is arguably the only way to stay sane considering the amount he has streamed this game.

I dunno. He's one of those heroes you look at his stuff and it seems a lot better than what he ends up accomplishing. And I'm not sure why.
Low mobility/engage + having to choose between tankiness and your tankiness actually doing something to the enemy team?
I think I would rather give up the structure freeze ability on his ice dragon ult if it meant a lower cooldown. Or faster activation. Or wider effect.
Arthas with the attack speed buff and rune tap is just endless fun. People ignore you (I mean you're not doing much damage) for the first few seconds, but then you get faster, and faster, and faster... and you keep healing and healing...
Yeah the attack/D build is fun, but a team clueless enough to be rolled by it probably would have been rolled by anything else.
His ice dragon ult...usually when I use it to chase I'm not using it on structures, and when I'm using it on structures I'm usually not using it to chase. Usually only 1 of its 2 features is being fully used, but it feels like I'm "paying" for both with that cooldown.

So if I make a sick kill and LAUNCH Sylvanus' corpse halfway across the map, can I publicly brag about it or is everyone else seeing a different effect?

Definitely local clients. Different death animations were and are a point of conversation on casts.
