Graphics card artifacting (ATI Radeon 9800 Pro)

All the games I play have this grainy, almost TV tracking like thing going on, white pixels popping up all over the screen (I can post screen shots if you want).

What's going on? I have an ATI Radeon 9800 Pro, latest drivers, and am running Windows XP Service Pack 2.

    Do you have any way to check the temperature? Overheating can cause artifacts.

    It is almost certain that the fan is either clogged or broken. Buy a new fan or a new card.

    There's probably a program somewhere I can use, but I can't think of any off the top of my head.

    The fan wasn't spinning, so I took it out and put in my FX 5200 untill I can get it fixed.

    I had the fan on my 9800 die as well; I'll have to look up what I bought to replace it (I feel like it was something like http://www.xpcgear.com/vgasavcat1r2.html, which was probably overly excessive but has worked well for another year and a half now)

    I got one of those, because I wanted to be damn sure that it wouldn't overheat any more, but I think AC stopped making their coolers for cards as old as the 9800. I mean, Newegg doesn't have them. You might find some at some less-well-frequented online store, but the one in the link is charging like twice as much as I paid a year and a half ago.
