So, upgrading academies above level 15 starts getting exorbitantly expensive. How high do people take theirs? There must be a point at which it's more cost effective to use crystal for research rather than further upgrades of the academy.
None of mine are even that high yet. I don't think there's really any desire to rush research, because once you get that high, all that's left pretty much is new units that may or may not be as good as the starter ones.

Utopia is actually implemented and useful; +200 happiness and +200 pop max at your capital.
My own academies are all at 13 or 14; not planning on upgrading those any further at this point.
Edit: Those steam giants are still good attackers right now, particularly if the other person is also using steam giants or phalanx. Also, as soon as 0.2.5 goes live, they should become good defenders again.

Gyrocopters really aren't that great. SG's are better at defense and offense per upkeep, and cost the same amount of resources to build iirc. Like Dev said, once 0.2.5 goes live, you'll want SG's in all your bases when possible.

If people are planning alliance-wide mercenary work, then I'd like to suggest that costs be set based not solely on scores, but on perceived ability to respond as well. Attacking a high-score, low-military target might be easy, but high general scores could suggest an ability to respond in future. Similarly, espionage and alliances.
Or at least, that's an easy way to justify higher costs. Distance should be taken into account as well, and I would strongly advise that confidentiality is at a premium, with perhaps several tiers, to avoid blowback.
