Load up Steam and browse the catalog by price...there's a number of under $20 gems. Audiosurf for one.

    Damnit, too late!

I recently saw the Sly Cooper series in an EB Games for $20 each new - a little pricy for such old games, but they're a good kiddie-style platformer. If you're willing to part with an extra 10 bucks though...

-Prince of Persia trilogy (only available in the UK)
    -Hitman Trilogy
-Devil May Cry Anniversary collection (1 and 3 are awesome)
    -Metal Gear Solid: Essential Collection
-Grand Theft Auto Trilogy - all for $30.00, excellent deals.

If you hit an EB or any used game stores, there's all kinds of excellent stuff on the PS2 that can usually be found on the cheap:
    -Fatal Frame II
    -Siren
    -GUN
    -Beyond Good & Evil
    -Shadow of the Colossus
-Tenchu Wrath of Heaven / Fatal Shadows
    -Ico
    -Incredible Hulk: Ultimate Destruction
    -Resident Evil 4
    -Virtua Fighter 4: Evolution
    -Final Fantasy XII
    -Ratchet & Clank: Going Commando

Games on Steam at that pricepoint that you probably wouldn't feel bad about buying:

    Audiosurf ($10)
    Deus Ex: GOTY ($10)
    Unreal Tournament ($10, or UT2k4 for $15)
Max Payne Bundle (That's MP 1 and 2, for $15)
Half Life 1 Anthology (HL1, Op4, and Blue Shift, $15)
Psychonauts ($20, controls might be better if you find the PS2 version)
    Vampire: The Masquerade: Bloodlines ($20)

You really, really, really should have the orange box, but I guess you could buy some of this:
HL2 and/or either of the episodes for it (HL2 can be had for $20, HL2: EP1+2 for $20)
    Team Fortress 2 ($20)
    Portal ($20)

OR just buy the Orange Box which has all those games for cheaper.

I didn't try to go exhaustive on the list, just a taste of the amazing stuff that can be had off steam. Most of this stuff gets put on sale semi-regularly, too, at savings of up to 50%.

TimeSplitters: Future Perfect. Best first person shooter on the PS2? I think so. Funny as hell too

Ace Combat 5 is an excellent choice also, fun arcadey action with a decent narrative and a totally badass series of final missions. Ace Combat Zero and 4 are also recommended

Incredible Hulk: Ultimate Destruction might be the best game ever made, so there's that

God Hand has already been suggested, but it's going to be suggested again because [vidurl=http://youtube.com/watch?v=TuTXPMQxLzE]god damn[/vidurl]

Zack & Wiki is $20 at Toys 'R' Us.

Mine has another 5 copies left, thanks to Capcom's "Don't advertise good games with a sequel count of less than 3" policy. You may be as lucky, and this game is basically the game that we all thought of when we heard of the Wii.

Lots of good suggestions so far. A few more I'd like to add:

Breath of Fire: Dragon Quarter - $8 used at Gamestop. Fantastic JRPG that was mostly overlooked because it was fresh and unique and didn't feel like your standard JRPG.

Everyday Shooter - $10 on Steam. Great music-oriented shmup that originated on the PS3's download service. Well designed levels and a rockin' soundtrack.

Space Invaders Extreme - $20 everywhere. Fantastic update to the original Space Invaders. Available for the DS and PSP although I've heard the DS version is a little better. This game is about as good as Pac-Man: Championship Edition and that's saying a lot (Pac-Man:CE was probably my favorite game of 2007).

Persona 3 FES is a $30 game, not a $20 game, but it's a roughly 90 hour game plus a roughly 30 hour game on top of that.

It's the best JRPG of 2007 with even more goodness added, so it's well worth the price.

I see people here that loved BOF: Dragon Quarter all the time, but I fucking HATED it. Ryu could talk after being a silent protagonist for four games, but they forgot to give him personality, Nina was silent now fulfilling the silent shy girl with a mysterious past cliche, and Lyn was just sorta... there. I thought the design was terrible and same-y, using the same atmosphere for the entirety of the game that I played (yay underground tunnels!). The gameplay during battles, reliance on items, and music were just fine, but I felt as if the game was encouraging me to restart the game entirely several times so that I could roll over the XP and level properly. It felt more like a dungeon crawler to me than an actual story-driven JRPG. Great if that's what you were expecting or if you like dungeon crawlers, but it wasn't for me.

Yeah, Breath of Fire: Dragon Quarter is a pretty polarizing game. Either you love it or you hate it, there are few people who are in the middle. It's doesn't really play like anything else and if you go into it expecting another Breath of Fire 1-4 then you're bound to be disappointed: it's got elements of Strategy/RPGs, dungeon crawlers, and even a little bit of horror games all mixed up with a dark post-apocalyptic/fantasy setting. However, I will say that the game belongs in my top 10 list for best executed stories in a video game and you can play through the entire game without restarting once if you use smart tactics.

I'll admit, I was expecting something along the lines of 1-4. I thought III had a really neat if not really abuse-able trainer (master? I forget what it was called) and custom dragon system (well neat idea, few combos were actually viable late in the game). IV had some of the art direction I had seen at the time and the spell combo system. Not to mention that all the previous games were pretty colorful. V... well, I wasn't expecting what I got, and this does color my opinions of it. As far as not restarting when using smart tactics... after a point I just thought it was what the game wanted me to do.

The first Sly Cooper was $6 from my local GameStop, and while it's a little on the kiddy side it has some beautiful hand-drawn animations (when you start a new mission/cutscene), cel-shading, and decent platforming gameplay.

Mark of Kri for PS2 might be a little hard to find, but if it's there it's probably sub-$20. It's third-person action with wonderful stylized graphics. A good experience to have.

What was that HL2 mod where you built a fort and then the other team attacked it?

I might reinstall that, if it's still around.

    Pyschonauts is free on Gametap.
