That sounds like a good idea. I guess I can see how disabling quotes for those in jail sucks for them, but it sucks equally for anyone trying to read what they're quoting, too.

It is removed. That's not the problem. The problem is quotes they made just prior to being jailed. All of your bbcode goes to shit when you get jailed.
It's a preventative measure against goatse spammers. Once someone starts, a deputy can jail them and they're boned.
