I dropped Secret Invasion this week. It's just not doing it for me at all, and I can't believe that something with four years of set up has virtually no pay-off, slow-pacing, and comes off as generic event bullshit.

it has nothing to do with Batman having some perverse symbiotic relationship, or god in the dcu really being anti-god or anything like that
the joker can't be permanently killed because he is an established character with 40 years of history
not every hero can be like frank castle and always be fighting new villains

No god decided straight away that Dr Light had to die, but the Spectre has to turn in person and give a little speech and judgement to every single person that he judges, so the work backs up over time and Dr Light only just got to the top of the list
I got the impression from interviews that this mini is supposed to explain some of that. (Why The Spectre rarely goes after Super Villains)
It seems to me that maybe Crispus Allen/The Spectre need to break away from God. Like some kind of Fallen Angel or something. He's just way too powerful.

If you're a hardcore rapist asshat like Dr. Light in the DCU, you get a good 15 years of additional rapey time before you have to worry about the Spectre showing up to wreck your shit...I know God works in mysterious ways, but that is downright lethargic.
Punisher felt kinda ehhh. Great way to tie up the last 5 years, but I was hoping for a little bit more
I really liked it. It wasn't supposed to tie up the last 5 years in my opinion, it's not like it's the end of Max. I could see wanting more from the arc itself, though.
Especially since the Generals have been pretty big antagonists, and that was somewhat anti-climactic. But I liked the end of Stevie's brother's book so much that I didn't really mind that the actual arc resolution was less dramatic.
I thought it fit really well, and I'm always impressed when Garth Ennis writes seriously. He might like to "take the piss" (ie The Boys) in a lot of his work, but when he decides to handle something maturely, he really lets his talent shine. I've really enjoyed his run on Punisher Max. Hopefully the next few writers can keep up the same quality and tone that he's been so consistent with.

The last 60 issues were part of one story. So the fact that the generals are the target, when they've been the big bads for the last five years, does tie up the entire Ennis Run.
