How true is this. If I could only invest an hour or two every day or two, would I be useless and fucked?
If you remember to log on and set up your skills once in a while, you'll be fine skill-wise you just won't have the experience and money of other players.

It's like a chat room where you can be thrown into an awesome firefight any second.
Just rockin around with 2 other dudes in lowsec was fun as all hell. Threatening to blow up Veretas, Bemis exploding everywhere, convincing marsh to stop being a mincing mission doing faggot, etc etc
I wouldn't if I were you though, I'd say about 3-4 hours a day to really enjoy it

Skills train regardless of how much you're logged in. Very early in the game this can be annoying because young skills train in about half an hour, so you have to be semi-constantly logged in at least or you'll miss training time. Later on, skills take a few days to a month and are much easier to schedule.
There is some grinding, when it comes to making money. It depends on what style you want to play with: if you want to fly very large, expensive ships you'll have to spend a lot of time shooting rocks or pirates to get cash. To fly a simple frigate takes almost nothing, maybe a few minutes a day, and many goons will hand them out for free.

This game is fun, but not for everyone. Joining a player corp is necessary to enjoy it though, staying in NPC corps grinding missions is lame.
Don't listen to the naysayers, they probably didn't play for more than a week or two and found it too difficult. The learning wall tends to weed out the annoying WoW-kiddies.
