Well, there could be regulations aimed at the question mark headlines and editorial-as-news problem by mandating a certain percentage of content meets industry (there must be some sort of reporter's version of the bar association) standards, the first item on the list being that the header and sub-header be statements.
I wasn't suggesting censorship. They could still have a network with all the same content. They just couldn't call it a news network if it had that much bullshit.
