Can Herm go ahead and start selecting Strategy Cards since the only person to not say where their guys are going on starting planets is the Barony of Letnev, which shouldn't impact selection of Strategy Cards in any way?
edit: Jol-Nar hasn't either, but again I don't think it impacts Strategy selction
Yes, this is acceptable. Look to the 2P for details on how to select strategy cards, starting with Naalu, and continuing clockwise around the board, to Jol-Nar, etc etc.
