Howdy, howdy. I'm not sure how bike savy anyone here is, but i've no bike-specific forums to ask this question on, and i've searched around the internets as much as i could.
I've been collecting parts for a single speed bike build, and I'm a bit stuck on wheels at this point.
Will 700x20mm clincher wheels fit 23c tires (I realize 20mm is intended for a 20 tire, but could I fit a 23c pair of tires in without any issues)?
You should be alright. You're usually ok with sizing up or down one or two sizes. Obviously, the closer to the actual rim size the better, but it's doable.
There's a handy table down low that has a general list of what sizes are acceptable and what aren't.
Just a question: Have you bought the rims yet? Are you trying to buy smaller rims to use with your existing tires, or what? What brand rims/hubs you thinking about? I think 700x23 are more common, and would probably give you fewer headaches, unless you're going for ultra-lightweight.

Sheldon Brown, as always, has a lot on it: http://www.sheldonbrown.com/tire_sizing.html
