Where do I find the NXE 360 Download?

I simply cannot find it anywhere on the internet. I'm beginning to think it never existed at all, but I'm sure there's a way to get NXE for those that don't have internet connections on their xbox, ie, downloading the file and burning it to a CD in order to install it on the xbox.

Also, I'm pretty sure that I read somewhere about certain newer games forcing the NXE update to the console when they're booted up.
