Sony PR people have said some shit that has not gone over well. Not sure if I'm understating here. Maybe just a little.
With regard to "harder to develop for," I feel that developing for ANY console should be roughly the same process, and an early step in that process, for most games, should be identifying and licensing middleware. You should be using something like Gamebryo, Unreal 3, Tech 5, or whatever else is available. Programming your own engine should be reserved for companies that are going to build very special or extremely unusual games, or at least that plan to take a long time (and spend lots of money) building an engine and then using that engine for multiple products. Also, if you're really going to push the limits of the hardware (like God of War), then you might want to do that, but nobody's pushing limits on the PS3 yet.
Basically, the more I look at it, the more it seems like a waste of time to develop your own engine, since there are almost always dedicated middleware companies that have made something or other that will work for your project, will be quicker to learn than it would be to write your own engine, and that have already done thorough testing, built tools for content pipeline, etc.

You can look at practically any part of anything manmade around you and think 'some engineer was frustrated while designing this.' It's a little human connection.
The scary part is that fried Coke really does apparently exist. Nothing can top deep-fried Oreos though, because they actually taste awesome in addition to probably being terribly unhealthy.
