Letnev appear to have 5 ships in both their home system and Lor/Arnor, but only 4 Fleet Supply. Is there a typo somewhere?
This question has come up before, and the answer remains the same: Letnev has a racial ability that allows them to exceed their Fleet Supply by 1 in all systems.
I activate the primary ability of the (3) Civilization Strategy Card.
Primary Ability: Power of the People. Resolve this card based upon your race. If Lazax, draw the top 2 cards of the Agenda deck, choose 1, and discard the other. Choose any result on the card (no voting). If not Lazax, draw the two cards of the Agenda deck, choose 1 to vote on, and discard the other.
Secondary Ability: Subterfuge. Spend 1 Command Counter from your Strategy Allocation area and 2 influence to draw 2 Action Cards.
Here's how this will work: Lazax will choose a card do play, but before deciding on a resolution, Xxcha will have a chance to use their racial ability to discard the agenda and have a new one drawn. If Xxcha decides to exercise their racial ability, Lazax will still have sole choice of how the new agenda will be resolved.
Minister of Commerce (LAW) Elect Player: Give this card to the elected player. During each Status Phase, the elected player receives one Trade Good from each player that has a least one active trade agreement.
Xxcha, do you want to spend a Strategy Allocation counter to discard this Agenda and force a new one to be drawn?

Hmm. The way I read this, you would get 1 TG from every other player, every status phase, so long as they each have a trade agreement with someone else.
That sounds like you'll get 6 TGs per round for the rest of the game (1 from each other player who has an active trade agreement). including one from me. If you're offering me half of those every round, I am happy to not block the law... But I don't think it sounds like you're sharing my interpretation..?
The way I interpret it is I get 1 TG from each player that has an active trade agreement - provided they have TG's to give me. Which is why I stated 4 TG's from this turn - that is if those 4 players even have TG's left when Status Phase hits. Correct me if I'm wrong MrBlarney.
Also, my offer was for this turn, not EVERY turn. I am willing to however give you all of my TG's gained in this fashion from this turn, which would probably net you 3 over what you have now. I might also consider a treaty if you're interested.
That is correct, sartori: the Minister of Commerce receives their Trade Goods from the other players and not the bank, so if someone does not have Trade Goods at the start of the Status Phase, then there will be nothing for them to transfer.
This seems like a bland enough power for the Lazax to get, others might be even worse.
