As swords mentioned, 8arc and Qanba make nice sticks that are compatible with PC, Xbox, and PS3 however they are not stock items anywhere. If you pre-order one from http://eightarc.com or http://focusattack.com (the Qanba focusattack is considerably cheaper) you'll be waiting a while until it ships. It took about 6 weeks for my Qanba to arrive and that was considered early. Right now neither are even taking pre-orders though.
Madcatz almost always has stock of a few different models at http://store.gameshark.com (SCV, MLG, SFIV, and SFxT models right now) and also coupon codes to save 10%-20% can be had from several sources. They however do not offer sticks compatible with both Xbox and PS3 so if you went that route and needed a cross-compatible stick you'd have to mod it yourself. Focus attack stocks the PCBs to do that.

In my opinion, the hoops you gotta jump through to get a cross compatible stick are only worth it if you know for a fact you're going to be playing on both PS3 and 360. If your intention is just to play at home I wouldn't bother.

You could go the route of getting a MadCatz SE and then replace the buttons and joystick with Sanwa parts to save a decent amount of money but MadCatz stopped making them so you'd have to search ebay and what not.
If you don't mind wrestlers on your stick you can get this and put Sanwa parts in it. MadCatz sells the Sanwa parts, they're not very expensive (Buttons are $5 a pair and a new stick is $20), and modding isn't very difficult. But if you can't get an SE or Brawlstick for less than $60 you're wasting your time because the stock parts will need to be replaced and that's $70 worth of parts right there plus shipping.

You can make a lami-label with new art easily at Kinkos. There's plenty of tutorials online that I'm too lazybusy to look for but what you want is to find the photoshop or gimp template and use image editting software to create your art, then bring it in a USB drive and about $5 to a Kinkos for lami-label printing.
