I always thought Histeria! never got enough love. My favorite bit was the William Howard Taft "Trustbuster" song. The only videos I could find are fan-made and don't have actual clips in them.
I also have to really give credit to shows like Animaniacs and Histeria. Hours of memorization and testing be damned, Animaniacs is the real reason I know every state capital.
Without Histeria I wouldn't have found out how the Panama Canal was built and how the work was hampered by malaria-spreading mosquitos so they had to drain all the water to prevent the bugs from having a breeding-ground.
Julius Caesar and his court being personified by the Rat Pack was fucking brilliant.
Freakzoid: The only 90s cartoon to seriously reference a 1965 sitcom about a bumbling sargeant who fights injuns.

I liked the Pinky and the Brain parody of Orson Wells's "The Third Man" so much. Funny thing is I didn't see the original movie until damn-near 10 years later and it hit me. "This is that episode of Pinky and the Brain!"
That's what makes a great show, the pan-generational humor. It's why I actually do have a soft-spot for Fairly Oddparents and a select few of the new shows out now. I'm not going to make time in my schedule to watch them, but I'll linger on Nickelodeon or Cartoon Network for a few minutes before continuing.
And to counteract Delys post, I think these cartoons are held in such high regard is because they're not directly made just for kids.
I mean, there is a freakazoid episode completely dedicated to quantum leap and it's hilarious
If you want a show like this to last, you have to have jokes like that. You watch it as a kid and go "Haha. Wakko burped a song."
Then you get older and watch it, and go, "Haha, now I get it, now that I know what they're talking about."

I walked into a classroom this year right after a psych class finished. They were watching Pinky and the Brain for some reason, and it was still playing when I came in. Turns out, there's a couple episodes that the class watches every semester (20 week class).
I was already signed up for this class, have been for a few years, but damn. This is a bonus.
See when I was 9 years old I had no idea who forrest tucker was, I was just amused by the fast talking and freakazoid taking his arms out of the ropes. Also guy in a dress.
Now when I watch it, I am amused by all of those things plus the fact that they were referencing a 30 year old racist television series.
Every person should get to watch classic Looney Tunes and Animaniacs as a child. It can only improve their emotional, intellectual, and humoristic development.

I cannot agree with this statement more. Especially Looney Tunes. It kills me that my little cousins will never know of Michigan J. Frog and such classics as "The Rabbit of Seville".
In all seriousness, when the day comes and I've got kids of my own, they will not watch TV, but they will watch Dad's old DVDs of Looney Tunes, Animaniacs, Pinky and the Brain, and if they don't release Freakazoid, they'll watch them on Youtube.

I got some of the jokes
I watched old comedies as a young kid
So when I saw Yakko I could say
" Oh, he's doing Groucho Marx, thas Khoo"
But yeah it still took a while to get others
I liked the one that was just this big old joke about the "Viper"
and at the end when the punchline comes it turns into this big Jack Benny Show-esque goodnight
With everybody in robes and introducing the cast as old actors like Art Carney and such
Remember the little skits about rita the cat and runt the dog?
This is embarrasing but,
Back in the day when rita sang, she turned me on O_o
Not like a FURRIES ARE HOT LOL turn me on, but her voice was sexy
