Yes but Olympus (Tokyo) has a special effect of not allowing the king to heal from those dice.

Effects of Tokyo
Being in Tokyo (Tokyo City or Tokyo Bay) has some advantages and disadvantages:
• When taking control of Tokyo you gain 1 (Æ1 ).
• When starting the turn in Tokyo you gain 2 ([+2 ]).
• The Monster in Tokyo cannot use the Faces for dices (King of tokyo) (2 kinds of dice, black dice and green dice) result on the dice to heal (but can heal using cards) (H).
