You select the frame you want to edit, pick a category of picture from the drop down list below, then click the image you want to be in that frame. Then you check the check box if you want text on that frame, enter in the text and enter X and Y values (in pixels) for where you want the center of the text bubble on that frame to be.
Then click update to place the text bubble. You can adjust it afterwards and click Update again. You can also change the image at any time by selecting a category and clicking on a new image.
Then you select another frame from the dropdown at the top and edit that one. When you are satisfied with the comic, you press the Create button and it generates a jpeg of your image.
It's absolutely low-tech, and with current AJAX and CSS techniques, I could probably make something much much nicer and easier to use.
