As you can guess by my low gamer score, I bought my 360 fairly recently.
Is theyre any good action RPG (besides Tales of Vesperia, which I already own) to play on that console?
I really , really like games like Ys : Ark of Naphisthim. A title like that would make me one happy gamer

Ninety Nine Nights is an action RPG, but it's not a very good one... and the Kingdom Under Fire games are action RPG's... but I haven't played any after the first one on the original XBox.

Mass Effect is kind of an FPS=RPG thing but very good
Fallout 3 is great
Too Human is VERY hit or miss depending on who you are (so rent it I guess) (I don't like it at all, but I know people who really liked it)

That may be so, but have you ever played Morrowind? The combat was so godawful I had to take breaks just to calm down over how atrociously crappy the fights were. Oblivion was a step forward at least.
As for Action RPGs, I'm with everyone else who said Fable 2. If you're looking for an action game with RPG elements, Dead Space or Crackdown can be fun times.

Oblivion had the best melee combat of any RPG I've ever played. It's like, all skill based. Not much is left up to dice rolls.
But yea, it's no action RPG. For that, you'll wanna try Marvel Ultimate Alliance 1/2, and uh... Too Human? It's... ya know, okay... if you can get past the horrible camera system.
PS: And why the hell is everyone calling Mass Effect an FPS/RPG? Don't you notice the glaring fact that it's in fucking third person? God.
I didn't mention Oblivion because I assumed he meant ARPG's for the 360. If you're going to play Oblivion, you do it right and play it on the PC with mods.

I tried hard to like Fable 2, but it's awful. 2 hours into the game you can finish it (I'm not exaggerating, at least not by much - give or take a few hours), the rest of it is sidequests. The character models are fugly, the armor looks fugly, and movement is clumsy. There's almost no redeeming value to the game.

Zelda generally has interesting dungeons and puzzles. Fable is a linear path with some enemies on it.
Yeah I actually liked Fable 2 quite a bit more than the original. Though people always seem to have pretty crazy opinions on those games (its usually either I REALLY LIKED THEM or I HATED THEM) so I would try a rental.
Also do not under any circumatances buy Kingdom Under Fire: Circle of Doom. At one point I was also looking for action rpgs and picked that up. Not good.
I guess it all depends on your expectations and state of mind. I just rented Bionic Commando and Fable 2. Usually if I rent something instead of buying it I'm already going in expecting it to be about average or worse. And that goes double if it's games that have been out several months or more. I lasted about 40 minutes on Bionic Commando, and it went straight back to the mailbox. Then I got lost and sunk 5-6 hours into Fable 2.
Fable 2 runs well, controls well, I've laughed a couple of times at the dialogue/item descriptions, the combat is solid and after those first 45 minutes or so the pacing has been good. "No redeeming value" seems very harsh. I think my only complaint is that it ALWAYS seems to be nighttime in my game. Oh? You want to fast travel? It will take 19 hours so it will still be dark when you get there, and everything will be closed for the night. Thanks!
tldr; If you want to enjoy Fable 2 keep your expectations low, and play something truly awful/broken right before you start.

There's a particular story event which I guess happens after about two-thirds of the game that just totally killed it for me. It felt so pointless going back to your mundane activities afterwards so that I just called it a day and quit. But hey, it was an enjoyable journey up that point.
Oh, and character aging is a terrible concept in my opinion.
Sacred 2 - Not exactly my cup of tea, but I hear it's fun online... Don't know why but I just couldn't get into it.
Too Human - I know there are already multiple mentions to this game... But this game has an excellent balance between RPG and action elements, a great story(that unfortunately is cut short) and my undying love for it.
More Action-y than RPG-ish:
Devil May Cry 4 - If you liked the previous games... Err... Well, I don't know, I haven't played the previous games, but I did have fun with this one.
Ninja Gaiden 2 - If you liked the previous one, you'll either hate this one or love it. Personally I love it, although some of the bosses could do with an increase in difficulty.
Bully - I found it to be a very funny game with fun combat.
Honestly worth a purchase based on the premise alone.
Fevered dream world of dying composer? Sign me the fuck up. It's also Tales-lite, which is a bonus of sorts.
The combat for Eternal Sonata is very good, and it's a very pretty game. The story however ... not so much. The thing that gets me the most is that there's no real reason for Chopin to be there. I mean, I know the dream reason ... but he seems to have absolutely no purpose in the actual story. It just turns into generic action rpg, and oh Chopin's there too.
Granted, I haven't finished the game but I'm pretty far into it. On the last act or whatever it's called (It's been a while since I've played). Even if they give him some major function at the very end, it's pretty much too little too late.
It was in interesting premise, but they completely dropped the ball on it.
Eternal Sonata: Hybrid turn based/action RPG: Once a character's turn comes up, you're free to move, attack, and do whatever you can within a specified time limit that actually becomes shorter when your party's "level" goes up (though you can set which level you want at any time), while gaining more attack and defense options.
Pros: Great aesthetics (seriously, it looks gorgeous and has a fantastic soundtrack) and a combat system that stays fun and engaging throughout.
Cons: Wasted story, almost zero character development, loooooong exposition cutscenes and ham-fisted morals.
Fallout 3 (preferably the Game of the Year Edition):
Hybrid RPG/FPS that plops you into a vast, strangely beautiful post-apocalyptic wasteland with the freedom to go and do whatever you please. Combat is done in FPS style with stats modifying things like damage and accuracy, but you can go into VATS mode (stopping the action) for precision targeting on body parts and higher accuracy. You can also go melee, if you're so inclined, with plenty of options for that.
Pros: Great production values, ridiculous freedom, tons of missions and sidequests (especially with the expansion packs, all of which are included on the GOTY disc).
Cons: Not much, really.
Fable 2: Haven't played it, but from what I've heard, it's pretty much like the original, which I have played (and not really enjoyed). You can use melee fighting, long range combat (guns and bows), and magic all at once, and specialize each attack style to your liking.
Pros: Big world to mess around in, hero customization (purely aesthetic, though), pretty fun combat.
Cons: Morality system is really inconsequential, "illusion" of freedom.
Too Human: Hack n' slash Diablolike revolving around the Norse gods of the future (from the past!). Combat is done mostly with the right analog stick; pushing in a direction launches a melee attack that way, or aims your guns while holding the right trigger. My experience comes from the demo, which I didn't like, but there are many defenders of the game on these boards.
Pros: Lots of character customization (different classes, armor and weapon drops, skill trees, etc.).
Cons: Very clunky combat, can get very repetitive, expect to die a lot.
But fuck, the story (as others have said) is not good, and very Japanese, if you know what I mean. I eventually just stopped when I ran into a string of dumb cut scenes of characters talking about their feelings, which lasted about 30 minutes until I just shut off my Xbox.
