Question about character/events in book "Unintended Consequences"

So I was given this book to read by a co worker, and I just finished. My problem is that there is a short section in the book where a main character asks the President permission kill a civilian, permission is granted, and the character kills some lady that lives in a trailer somewhere.

Who she is or what she did is not stated, and it's driving me nuts trying to figure it out.

I can't find a forum for the book, and the author doesn't explain this on his website. Any help is appreciated. Thanks
